What is Qatar's most out-of-date website?

I want to start a competition to find Qatar's most out-of-date website. The idea came after reading the Urban Planning dept's site this morning (don't ask)...

"The study covers all of the State of Qatar and it will take 18 months from start to end. It is anticipated that the project will commence in early 2006. "

I also remember reading about things that were "due to be open in time for the Asian Games" well into last year, but I can't find them now.

Anyway, let us know if you come across any others. I propose the winner be awarded a stopped watch. With the award ceremony held in front of the national museum.
