Is it possible for a Qatari Security wearing the white robe to run after offenders, and catch them?

I have often seen Security guards and policemen in fancy dress(the white Qatari robe) in Souqs,and the Khalifa tennis stadium during the WTA tournaments. I wonder whether they lift up their gown upto their waist if they have to run to catch a crook?
