I believe you can give in your country as well as long as the money goes to someone needy. I do it that way. Also, it is not essential that you give on the 29 or 30th of Ramadhan. You can give it even earlier also as it will help out some one before Eid who is very needy and that is the sole purpose of this money that is allow a needy person to share the happiness of Eid. By the way, why do you have to be so particular with the amount you need to give out. Will it make much of a difference to you if you give QR 20 or QR 25. That is how I look at it. Also, note Fitra is not a payment. A payment is made for purchase of goods or services. Fitra is a form of help-out which is a religious obligation one needs to fulfill before Eid prayers.

Why it is urgent? Normally fitra is to be given to the needy after sunset of 29th or 30th Ramadan, before Eid ul Fitr prayer. FYI Fitra usually would be QAR 15 per head, as per previous years record. Wait for official word on this for this year. Alternatively you can check with any mufti nearby to your place.
