help me or guide me to get my air ticket allowance asper my labor contract i haven't received from my employer from past 3 years.

I have been employed directly by the government hospital for the past 3 years, and despite the clear mention of air ticket allowance in my labor contract on page 3, the HR department has been unresponsive. Despite sending over 200 emails in the past 3 years, I have not received a satisfactory reply. Instead, they consistently state that the matter is on hold. Consequently, I have been personally covering the cost of my airfare from my salary.

Additionally, there has been no salary increment for any employees in the past 5 years. It is frustrating to observe that some of our colleagues receive the ticket allowance while others, like myself, do not. This inconsistency in policy implementation is difficult to comprehend.

I am seeking assistance in understanding the procedures to escalate this matter to the labor court or any other appropriate authority that can help me in obtaining the allowance that is rightfully mentioned in my contract. Any guidance or support in this matter would be greatly appreciated.
