Dubai must ensure that their rules and penalties for non compliance are clearly published and that all visitors are aware of them before travelling to Dubai.
Dubai is NOT a conventional destination with conventional rules of conduct, regardless what Dubai’s marketing campaigns, mistakenly and deliberately like to convey to the general public.
So far, none of the propaganda Dubai sends out to their potential visitors, include any warnings in this respect.
Lack of transparency is (yet again) obvious in this case.
Dubai and all the other GCC states need to work on the accuracy of the information they provide to their potential visitors, to minimize their risk of being caught by surprise.
Otherwise it is quite certain that Dubai's tourism industry’s targets will suffer, with stories like the one:

Hotel encounter costs unmarried couple a year in prison
A one-night stand earned a man and a woman a year in prison yesterday for having consensual sex. The Dubai Court of Misdemeanours also sentenced the man to an extra month for drinking alcohol.

MA, 44, from Morocco and SS, a 29-year-old Russian woman, met at a bar in a five-star hotel on Sheikh Zayed Road in April last year.

lesson learnt : you must know what you want, one two three or a dozen & pay in advance.

No one here is challenging the rules of the country.

What is being discussed here is that they are not openly informing the visitors of these rules and even worse they do not apply to unmarried celebrity couples!

No surprises to me or any other who lives in the region, we know the distance between what they want to show and what they actually are.

No, a westerner doesn’t need a marriage certificate to travel to Dubai so he is allowed in as well as his girlfriend.

That’s what I mean, they love to flash in the international stage organizing public events with celebrity couples that are not married (Brad Pitt and Angelina Jolie as an example) and there is no problem for them, on the other hand when they catch an unknown poor guy, he is treated like he is in Saudi Arabia, the kingdom of dark ages!

Dubai is not transparent and double standards are part of their fckued up system and they insist in projecting a normal western image which is a lie, putting at risk the non-informed visitors.

They allowed alcohol. They are relax in PDA's (to a ceratin degree). Discreetly done illicit affairs are seldom prosecuted unless very obvious complications came up? So what's information do they need to dissimiate more?

Would a woman jump or fall down from the window.. maybe she was a hooker and he refused to pay her and then they started to fight and he pushed her and she fell down.. Or maybe he was a gigolo and she refused to pay him so he pushed her on purpose.. Or maybe they were both drunk and thought of trying a new position on the window..

In short it means that in Dubai all the couples and tourists who visit from the West come with a marriage certificate. Do the hotels ask for a marriage certificate before checking them in?

..so after doing it on the sofa they wanted to try it out at the window. They should be grateful that they were not on one of those higher floors at the Burj Khalifa from where falling out of the window would have been a real disaster.

Well as claimed by someone above if she is Business Lady (if yer know what I mean) then her indemnity Insurance should take care of the Health Care and Legal Expenses.

In Europe working ladies have to takeout Insurance to protect themselves from such mishaps..:)

The pair went to MA's apartment and had sex twice, but later SS fell from the room's first-floor window.

She suffered cuts and bruises and was put in a taxi by MA but the cab driver was suspicious and flagged down a police car.

So the moral of the story is

1. Dont fall off the first floor window after a busy session.

2. Never take the injured female who fell from the f/F window to hospital in a Taxi always phone 999 and get an ambulance

3. Never admit to having sex.

Now how hard is that to follow..:)
