The best bet for finding that 'friendly neighbourhood bar' is to try Irish Harp, Belgian Cafe and the Golf Club (well, the latter is not just a bar, obviously, but in green-starved Qatar, a very pleasant change). You could also check out Scherezade at the Ramada and Paloma at the Intercon, Admiral's at the Ritz.
Carluccio's has the cheapest (decent) wine in Doha.

Manhatten: Tiny little bar also located in Ramada Plaza. 99% Qatari men. Average drink price: 40 QR
Bubbles: 50% men/50% women usually in couples with a good line of Qatari's holding up the bar. Serves champagne/cocktails and has a singer and piano player that play too loudly. Average drink price: 50QR
Sherazad: The sports bar in the old Ramada. 70% men, Indian/Arab/Western. 30% Prostitute. Average drink price: 20 - 30QR
Qube: Nightclub. 78% men, Filipino/Western; all women are upstairs in VIP area that you need a woman to get up to. 99% women on the main floor are prostitutes. Music is DJ/Hip Hop/House. Joe Mitri is actually pretty good if you really want to dance on a Thursday night. Average drink price: 30 - 50 QR
La Cigale:
Madisson Piano Bar: 50% men, 50% women (couples), 100% Lebanese. Lebanese singer, playing romantic songs, serves expensive cocktails. Need to book a reservation 2 weeks in advance to go on a Thursday. Average drink price: 50 - 60QR

50% Qatari and other westerners. Good food (Steak and kidney pie, good steaks)big soft louge chairs, crap guy playing the keyboards. Drinks around 30 QR
1st floor bar. Never been been but understand 100% pro all the time. No idea on prices. No idea on clientele either.

Cloud Nyn: 100% chav of all nationalities, can't stand the awful strobe light, and as for the price of drinks, who knows cause I have a migraine and have to leave after 5 minutes.

Spikes Lounge: Relatively cheap drinks made better by the avaliablity of pitchers! Also has really decent pub food such as chicken wings and nachos. You can sit outside and look over the Golf course and feel like you aren't in Doha. Nationalities range, however mostly Western/Japanese/Korean (your avid golf lovers) 85% male, 24.5% female, and you can occasionally find prostitutes. Average drink: 30 QR
Ritz Carlton:
Habanos: Small cigar bar, salsa music, 50% men/50% women (couples) drinks are a bit pricey, but good atmosphere. Average drink price: 60 QR
Admirals: night club. Plays Arabic music. 90% men, Arab; 10% females Arab Nice outdoor area. Drinks: pricey and nearly impossible to get the bartenders attention. Average drink price: 50 QR (they have revamped, I haven’t been yet, so I don’t’ know but I hear it’s gone kind of more pubish then night club).
La Mer Wine Bar: Expensive drinks, though excellent view of the city. This place is posher then posh. Average Drink price: the cheapest glass of wine starts at 70 QR. No more pros to be seen cause they can’t afford the wine. ;)

Palomas: Tex-Mex/Salsa bar. DJ Sam play Thursday and Friday nights. 65% men Western/Arab, 25% female Western/Filipina/Arab and QA stews, 10% prostitute. Average drink price 30 - 45 QR

Marriott:
The Pearl: Nightclub, House Music, overpriced drinks, men get in with membership only. Jeans are now allowed on men, burt they must be nice. 78% men Lebanese/Syrian; 20% girls Arab; 2% prostitute. Average drink price: 50 QR
Gulf Horizon Hotel: Located in the souk next to the Rawnaq and above a juice stall, the 8th floor of the Gulf Horizon boasts a bar. Not much to be said for this place except the drinks are CHEAP!!! 12 QR a shot, 12 QR a bottled beer (tickets must be purchased to get alcohol) and it's 100% men, all Indian, Nepali and a few Filipino's. I had my ass grabbed and was hooted at no fewer then 20 times and basically feared for my life. We left without finishing one drink.

Crystal Lounge: Haven’t been yet ( I know SHOCKING) but it serves Crystal champagne and it’s supposed to be all black. Drink prices start at around 40 QR to 50 QR
Wahm Sheisha Terrace: the only Sheisha terrace in Doha that serves alcohol.
There are some nice places at the Pearl,where you can sit out by the marina and enjoy a good wine or a beer,and a good meal too,if you want.Try The Mango Tree or Carluccio's, Not the cheapest,I admit,but very pleasant surroundings.The Golf club is also very good for a relaxing drink or two!
Thanks for the advice everyone. I've tried a couple of the places you suggested Qatarisun but they weren't a good fit, but hopefully one of the others will work. It's an excuse to go on an adventure.
The best bar in Doha is the Aussie Legend Bar in The Rydges Hotel! Oh wait, they destructed the building. I guess the locals thought the expates had too much fun there. Cannot have too much fun in Doha.
But then there is Garveys. Great place to get a beer after work. Oh wait, they shut down the beer sale of course. People seemed to enjoy themselves. Cannot have that do we!
so this guy has the licence and the booze too. Now what he needs are some guys and maybe gals to have a party and to help him pass his evenings. I suppose you can invite us all over some weekends and we can take a break from QL once in a while to keep you entertained
Ok. Go to Irish Harp in Sheraton. Then Belgian Cafe in Intercontinental. Jazz cafe in Rotana Oryx. "7" in La Cigale. There is there a big dance floor as well. Also in La Cigale - skyview bar and Piano Bar. In W there is Crystal lounge quite hot lately. not so hot but still you can try Paloma in Intercon and Orion in New Ramada. By the way in new Ramada there is Bubbles, quiet relaxing place to have couple of drinks with friends and to talk. In old Ramada there is Sport bar and Library bar on 11 Floor, if I am not mistaken, haven't been there for a while. Then you have Rugby club and Golf Club.

Soltero, no you don't need a licence to drink in pubs/restaurant. Though you should not be drink driving - common sense.
Bachus - I prefer Ramada because of the ambience, but with friends and family around.

Why is it "quite risky to be drinking out...?" As long as one isn't an alcoholic and doesn't get stupid after a few drinks, it's perfectly safe.
Go to any major hotel here, they all have bars in them. I, myself, enjoy a glass of Hennessy from time to time.
