Legal or ILLegal?

Qtel at first said Voip is Illegal.
Then comes IctQatar saying VOIP is Legal.
I think there is sum Miscommunication / misinformation between Qtel and ictQatar.

Most of the Voip Service Websites except Skype, Vonage are blocked.
Moreover, Qtel has even blocked the SIP protocols.

I think once again they have to clarify whether using VOIP is LEGAL or ILLEGAL.

Its not illegal for personal use. It become illegal when you sell the service to others? And it was in the page of some local paper on how the Authority crack down some fellows doin that business.
