Traffic Violation & Fines

I've met an accident and the other car involve don't have their insurance. When I check his plate number online he got lots of fine (around 10,000 riyal) and one thing more is that his estemara was expired since 2010 with 10 black pts. Why this car still being used on the road? After our accident he still got another 5 more violation. What are the laws regarding this? Why they can still used it even after the police knows about it(we came to the police when accident happens).

This give the idea that those fast loving cars out there ignoring the speed camera might have their estemara expired long time ago and not paying the dues and continue to used their cars. is this the reality on the road now?

Time to batten down the hatches theres a storm coming mr wayne. It really is about time that they clamp down in the road laws here need to come down heavy. The casualty department and a&e must be snowed under. The driving is appalling why would anyone sit in a piece of metal and risk not only their lives but their families lives and other road users with wreckless driving. Time to separate the wheat from the chaff
