Family Visist Visa Rejected "Not to Approve This Visa"

Hi guys my wife applied for family visit visa of her sister this morning..and the system says its Rejected and the reasons is "Not to approved the Visa"

anyone from here encountered this issue? what does it means?

Strange question. The reason is generic - therefore , why not go and ask the immigration office
