QID TRANSFER PROCESS

I am on Engineer visa since 1 year (no UPDA license yet). My QID transfer process online was rejected by Labour Department because of not having UPDA (application is in process since February due to Covid).

My previous employer may cancel my visa if I do not transfer to new company soon.

Please help if anyone has any recommendations or similar experience..Thanks a lot.
