NOC

who in Qatar are authorized to issue a no objection certificate for my son who is back in india studying in boarding school and the school require the NOC from parents stating they have no objection for their son to travel abroad and take full responsibility in event of any accident etc. Does Indian Embassy issue such NOC on stamp paper .

I think the answer is in your question, the parents. I do not think Indian embassy need to get into such matters.
