Limitations of a current Employer on a employee for a job change in a new competitor company

What are the limitations for a current employer if any employee want to change job to a competitor company as per Qatar Labor law?

For an example, being an Estimator all of my life in construction can work with another company only with same work and positiion as he is experienced into it. No employee in the world can change their education/experience all of a sudden when they join to a new company...
