Disposal of waste chemicals legally

Can any body guide me how and where to officially
dispose waste / expired liquid and powder chemicals, paints etc., legally. No doubt, its from the company,
all legal documents would be produced, is there any
dumping yard or incenerator to liquidate such wastes.
Whom to be contacted for such waste disposals.
