Even if hired from Qatar, they are not obliged to give you NOC. NOC purely on their wish once you are under your company visa whether you are hired locally or globally
too late for this question if you've already signed a contract...ask your employer straight away, so you at least know ...if they hired you from outside Qatar, then they could well prevent you going elsewhere.
Only if your current company issue a NOC (No objection certificate) to work elsewhere. if not, you will have 2 choices, continue with the same company or home country
