I have seen here on qatarliving that people sell items like dress materials and accessories from their homes. Is it legal to do so. Is it legal to start a home based business in qatar?

all businesses are supposed to be registered and licensed. To my knowledge it is illegal to have a business in your residence (you're supposed to rent office/shop space). You would also need a sponsor.

Yes lots of people operate businesses without the proper documentation and licenses. If they're caught or reported then they are subject to fine and possibly up to deportation.

If you're selling items and a customer tries to return an item and complains about you to the consumer protection office (see all the signs posted around Doha) I wouldn't fancy your chances.
