Qatar Foundation Sponsorship

I've heard that Qatar Foundation will not take over the sponsorship of a new female employee who is currently under her husband's sponsorship (husband works for a completely different company). Does anyone know if this is true? I know of a man who was under his wife's sponsorship, and they did take over his sponsorship when he was hired. Can the same happen for a woman?
I'm trying to find out if someone in HR just doesn't want to go through the hassle of paperwork, or if they want to save on the benefits package, or what.
If she is a local hire, I'm not sure why they would take over her sponsorship. That does include a lot of benefits they would rather not shoulder. They have to sponsor a man because the laws require that a man cannot be employed while on his wife's sponsorship.
