RTA while driving to work

Will a Road Traffic Accident that occurs while the person is driving from his accomodation to his place of work be considered a work related injury..?
I went through the Qatar Labour Law and Article (73) gives info that any transporation to and from the accomodation to site is not considered part of working hours. does that include for RTAs too.

I think it will not be considered a work related accident, first and foremost, he is part of the general public while driving to and from work, that alone is explained well under OSHA standards that being a part of the general public at the time of incident makes the incident/accident non work related...... my 2 cents.
