Some employer are also violating Qatar Labor Code, so which violates the most gravity? The employee who wants to earn a little outside his/her regular working hours, or the employer who refuse to give the benefits rightfully for the employee?
I have heard that(don't know how far it's true)one has to take the NOC from its present employer in order to work on weekends or to start different business..But i am not sure though...
Yes as far as i know you are not allowed to work else where other than what is offered to you by your sponsor.Regardless of what visa you got.don't take a chance i would say.
Now people do small time jobs like photography or teaching academics or cultural activities etc,but stll it's all done under the radar.well,if you look there are lots of them who has been doing this for years,and still no probs.maybe their luck.

Illegal but seems to be largely in practice.

It's in Qatar Labor Code that you can't have yourself another job, may it be full time or part time. :)
By definition, you're not allowed to have more than 1 job.
Part time jobs are illegal in Qatar I think...
