Is it possible to transfer the personnal loan from qnb to other banks?

what are the procedures for transferring the loan...?
is there any penalties charge by qnb?

Yes you can, you just need to make sure the other bank your approaching can buy your loan if you meet their rules and conditions

You better talk to the proposed "other" bank and if they are ready to take over the existing loan, then QNB will not have any objection.
