Bounced Cheques and harrasment

A Qatari borrowed money from due to reason he will take a flat unit. I lent him 5,500 qrs and he issued me a posted dated cheque for security. I deposited the cheque on the said date but it bounced and got the returned cheque through mail from my bank and insufficiency in funds. To say the least after i received the notice and cheque after 2 weeks i tried to contact this qatari (who is by the way as he claims working with CID). But to no avail I even went to the flat which he is renting put a not at his doorstep saying to contact me. Then i approached somebody he knows to contact him for us to let him know that i wanted to talk to him regarding the cheque. Now this qatari is making problem to me and he is the one angry why i do not contact him directly and contesting that i only contacted him once, and why would i go to some route of his friend to reach him! I needed the money and its already been more than a month since i lent him last july. he is furious about that and surprised me. any way now he is challenging me to go to police and report the matter but at the same time he is threatening me. he will also file a case on me meaning he will make life difficult for me here. I am a family man and i lent him money to help him out now i am the one who is being threatened and bearing the problem. I know he can make problem for me he is a local and a CID man. I need help... how can i go through these ?
