i dont know about the morning time but for evening its 2.00 pm to 4.30 pm .. i got my car passed from there.. but i suggest you not to go there as they are very strict in checking the car... And take your Istimara card with you that's it... Best of Luck
U need to call the Qatar Technical Inspection hotline for the schedule of Inspection at 4505692. They will as your Plate no. and location for your inspection. Then, they will also ask which time do u prefer. Usually, in Lulu, it opens only on Sat-Monday.
