The worker shall be entitled to annually, leave with full wage as follows:-
1. Three working days for Eid El-Fitr
2. Three working days for Eid Al-Adha
3. One working day for the Independence Day
4. Three working days to be specified by the employer.
If the circumstances of the work require the employment of the worker during any such leave days the provisions of the article (75) of this law shall be applied to him.
Qatar is an Islamic country and celebrating birthday is forbidden in Islam even if it is the birthday of Prophets. further more most of the GCC countries are celebrating the hijric new year but Qatar is an excemption.
No day off here in Qtel for us but then as it's a Muslim country I wasn't expect it.......I wasn't complaining when they gave me a week off for Eid so I'm not going to moan about working on the 25th.....I'll just celebrate my Christmas Day when we finish work here.

REGULATION OF THE WORKING HOURS AND LEAVE
Article (78)
The worker shall be entitled to annually, leave with full wage as follows:-
1. Three working days for Eid El-Fitr
2. Three working days for Eid Al-Adha

It is not official holiday here in Qatar though some of the companies give day off on that day.
It is really dependent with the company policy.

25th December is a normal working day, unless it falss on a Friday or an Eid!
IF you have a nice boss and a good company they might give you the day off!
So far there is none.
Because Islamic state doesn't celebrate Birthdays.
