Qatari companies have a right to expect people to fulfil their contracts but the right to prevent them working elsewhere in Qatar on conclusion of their contracts is clearly neither fair nor compatible with International norms as the NHRC's reports demonstrate. Will change as pressure mounts but hasn't yet. One sympathises with Qataris who spend money to bring a worker here who absconds immediately to get higher wages. It does not take a rocket scientist to solve this without penalising everyone else who is honest!

Well when you have changed your sponsorship from one company to another, you are under the other companys sponsorship and he has all the rights and he can refuse you a NOC and you have no alternative but to go home.

if they are your sponsor, then they have the right to do that unless you are under husband sponsor.
If u are on company's sponsorship ,then they have the right.
