i had same issue. i got a call from dubai that they called from vodafone, and thye told me i won an prize so they needed my e mail id, next 1 i got a call from local vodafone number and also they told same as i received a call from dubai.
3rd time i received a call from dubai n he was saying from vodafone dabai balah balah.., i cut d call..
I am sure that your friend has got an international MISSED CALL and he has called back...That time he said u have one lucky prize....Usually scammers does not spent money for phone calls but make missed calls only,,
