Penalty against expired visa

Whe the penalty against expired visa had reached its maximum (QR20000), what will happen to the person if he decides to surrender to the Immigration? He doesnt have money to pay the penalty and chooses to go home, will they allow him? or he has to be imprisoned before deporting him? Are they giving chances to these kinds of cases, that the persn can return to Qatar and under what conditions?

Normally the Sponsor is also supposed to be responsible for the penalty and he will be called by the Immigration Authorities. If this person was absconding which has been reported by the Sponsor the jail term will be higher. However the Immigration Department is not going to write off 20000 riyals as there were chances given for such people to avail the go back home action (public pardon) from the Govt. Why he did not utilize it? He will be ofcourse tried by the court and send to jail if he have no money to settle the fine. It depends on the decision of the court and he will be banned from re-entry.
