Qtel launches ‘collect call’ service

DOHA: Even with zero credit Hala subscribers at Qatar Telecom (Qtel) can call Hala or Shahry customers with the launching of Qtel Collect Call Service yesterday.
The Collect Call Service has been designed so that customers with low or zero credit can make direct voice contact with Hala or Shahry customers in Qatar. The service was conceived based on Qtel’s customer research showing that parents wanted a Collect Call service for their children, so that they can always call home when they need to, irrespective of their credit balance. With a Collect Call, the recipient receives a voice message, asking him if he wants to accept the call. Once he accepts it, he selects to pay for the cost of the call, which will be available at the standard rate of QR0.55 per minute.
As an additional benefit, the Collect Call service will enable customers to create lists of accepted callers and blacklist other unacceptable callers, so that they are in full control of who they receive Collect Call requests from.
“Collect Calls add an important new option for Hala customers, who can use it to stay in touch even when they are low on credit. We believe the addition of the Collect Call service will help to reassure people that their loved ones will always be able to stay in touch, even when they run out of credit,” said Adel Al Mutawa, Executive Director, Group Communications, Qtel.
To request a Collect Call, customers can dial the prefix 102 caller’s number followed by the # and press OK. The call can also be requested via the My Services menu, by dialling *100#.

Why would I want to do that. I don't see a reason why I shouldn't be able to initiate a collect call.
Does Q-Tel management mean that Hala subscribers are poor people who need collect calls, while Shahry users are rich people who should pay for Hala users when they call them collect.
I don't want to blacklist anybody, but the message "Sorry you are not allowed to use this service." is rude. A "service" should be available to everybody.
postpaid cannot initiate collect call....but they can receive...and manage blacklist/whitelist etc by dialling *100#...
It seems everybody here is on Hala.... Post-Paid can't use it to call.

When I tried it I got a message "Sorry you are not allowed to use this service."
dial *100#, go to Collect Call sub-menu and then 'manage whitelist' sub-menu....and add the 7 digit number you want to be allow to send you collect call...
now you will not be asked to press 1 to accept, 2 to reject etc...'you will just hear, wait while your call is being connected' till the initiator accepts the call...
adding number to whitelist or blacklist is free of charge....
Sorry you are not allowed to use this service.
This facility is for both MOBILE USERS [pre paid/post paid]

But i have one objection that the procedure is very lengthy instead Qtel should have given a special option for PARENTS that they can add 2-3 numbers of their children numbers just once.So, whenever children have to call their parents they can just press *102*xxxxxxx# and directly get connected with their parents.

With current system, every time we have to press that code, a call will be made to that number, the listener will pick up the incoming call and he will be notified that this is COLLECT TO CALL service, Please press 1 to ACCEPT or 2 NOT ACCEPT for this call. So, if u press 1, again the dialer will get a call from the receiver and then the initial caller can talk to the respective number. phewwwwwwwwwwwwwww, that's length ISN'T IT
Good Idea. But as every thing else will surely be abused.

Oh No! that's gonna be even worse than the cheapskate 'missed call' routine!
