SEEKING FOR INFORMATION IN TERMS OF RESIGNATION MATTERS

I have a friend and he's been working for 3 years in this company.His contract is unlimited.Now he would like give his resignation and find another job. Is it posible for him to get a release if he has a bank loan, because we all know that a person cannot leave the place until and unless he pays his debts.What are the things that might happen if they(the company) are unable to give NOC. What are the things my friend can do incase he gots into this situation. Please help him.Thanks
HE SHOULD GO TO HUMAN RIGHT THE ONE IN MARKIHYA AND TELL THEM WHAT HAPPEN BUT NOT LABOUR COS LABOUR THIS DAYS INFACT I DONT WANT TO SAY ANYTHING NOW, LET HIM GO TO HUMAN RIGHT.
thanks tonia,..how about if the company does'nt want to give NOC.what can my friend do,just in case he already submitted his resignation and stuck in bank situation not having any job "source of income".
IF HIS CONTRACT IS INDEFINITE AND IF HE IS A LOCAL HIRE HE CAN TELL THEM THAT HE WANT TO LOOK FOR ANOTHER JOB THAT THEY SHOULD GIVE HIM NOC. COS A FRIEND OF MY HER HUS LEFT HIS COMPANY TO ANOTHER AND THEY GAVE HIM NOC.
