Sponsorship Change - Key points summarized

Sarfaraz Mukhtar
By Sarfaraz Mukhtar

Key points summarized by an official before closing:

1) The law is going to be changed in terms of the entry, residence and exit of expats.

2) Kafala system will be abolished.

3) It will be replaced with a contractual relationship between employer and employee.

4) The exit visa/permit will be abolished. In the past, exit permits used to be restricted to the worker/ employee. Now it will be in the hand of the state.

Regarding the exit visa – because the process will be automated, the onus would be on the government or the employer to prevent a person from leaving the country, therefore making it more difficult to stop someone from exiting. Additionally, emergency situations will be treated differently on a case-by-case basis, and not require 72 hour notice.

- The two year forced exit out of Qatar is being abolished!

- the new laws will be applied soon but no date given

- the new rules will apply to ALL workers including laborers!

- exit permit will still be needed but disputes will be resolved in 3 days if you have a problem.

- You can work 2 part time jobs if you have permission from both employers

- Exit permits will be in the hands of the State, not the employer.

- If you have a fixed term contract you WILL be free to change employer at the end of your contract

- When the laws are approved there will be a grace period for employers to adjust.

- You can work 2 part time jobs if you have permission from both employers

We believe that workers have the right to have trade unions, and are studying all options for this!

For example, my contract is indefinite period contract. According to new Proposed rule I have to work with current sponsor for 5 years. Earlier I cannot change the sponsor. But if I, myself resigned or Company terminated me, I will be banned for rest 5 years in Qatar if my sponsor do not allow me to change the Company ???? Or,I can go my country & can make new contract with another company & can immediately return in Qatar for new job???? Can anyone suggest me, which one is correct????

simply, cancel your contract, and leave and come back in new visa with new employer,,regardless your contract, limited or not limited. what is the point of the contract if there is no two years? i dont see any matter or making all these complicated issues. oh gosh

I am sure, companies will make indefinite contract here after, so I think still I have to pay 15000 QAR, I have to leave my currrent sponsor by next month,

Yes 5 years if indefinite contract...no update on resignation and termination issue.

By VeekayGroup• 14 May 2014 17:45

what if the contract is indefinite? so we still need to stay and finish the 5yrs in the company for us to be able to work in other company without NOC,. if we resign/terminate in the middle of the contract we will send back to our home country, in that case we can go back to qatar without waiting for 2yrs,. isnt? :)
