Why experience certificate is not given to part timers ?

I currently work part time as a researcher in a marketing agency .the sponsor is refusing to give me my experience certificate on grounds that I have not finished 3 years with them .

please let me have your inputs on the legal implications of the above.

why in world are you talking about voting rights ?? My enquiry is why a company here in doha , qatar is not ready to issue a experience certificate
