collection of Air Freight- new regs

Has anyone else fallen foul of the new regs regarding collection of air freight? Our freight arrived into Qatar on the 15th and had cleared customs immediately apparantly. On Monday we contacted them and over the next few days were asked for a copy of our passport, which we provided, then the next day a letter from our sponsor to confirm we are employed by them in arabic, then the next day came a request for a copy of our passport with the entry visa stamped in it. Then on Thursday we had a call to say if it was kept more than five days they would charge 2qr per kilo per day which soon mounts up. Then yesterday they called and said the letter could be signed by anyone as long as it is on letter headed paper. We are facing charges of 500qr plus per day until we can get that letter. Does anyone know if this is genuine, previous employees here just went down with their passport. Any advice appreciated.
