The last I heard, you can buy within the permissible limits of the country that you'll be entering but you'll need to buy it from the last transit stop. Not sure if they've changed this rule.
If I were to go to India from Doha, via Dubai, then I'd have to buy the stuff at Dubai Duty Free. This was rule was brought in place to minimize the time that liquids are carried onboard an aircraft .. this came in after that liquid bomb scare ..
Yes. As mentioned above it is legal to take two bottles of wine bought in the duty free (or more, or less, or not, depending on your destination) out of the country. If you're talking about wine purchased out of the duty free, even with the liquor permit I don't know if you can take them out of the country, and even so it's probably not worth all the hassle.
