Forgot to add one point - you also have to submit eye test report copy.
Procedure is very simple.
1. Get arabic letter (NOC) from sponsor.
2. Submit this letter with copy of ID card at License dept (last counter) with copy of UAE driving license + 2 photographs.
3. Pay charges using visa debit card (i think 250 rials).
4. Collect Qatari driving license in 2 minutes at same counter.
5. You dont have to surrender UAE driving license.
