Speed Limit Tolerance

Is there any tolerance for the road speed limit here? For instance the limit is 80kph only, can I still go for an 83 or 85 due to overtaking or sometimes I miss to guard my speed meter? enlighten me please?

How long is it before your violation shows up on the moi.gov website ? Do all traffic violations always show up on the website or will there be some surprises waiting if I go and personally check it up at the traffic dept ?

Unfortunately in Qatar there is not much tolerance, I have heard of people being flashed for doing 82 in an 80 zone
