Is really salary exent of taxes for expats??

I'm an expat and I'm being paid in Qatar 75% of my gross salary in my home country. Of course the company has made me the local contract without making any reference to my salary in my home country. Is this legal?? How could I defend myself from this kind of unfair practice?? Can I go to any government organization to complain??
