new govt policies for employers

my husband is working in a govt deparment ,from this month new policy is announced ....
no overtime
no monthly reward
no ticket for local hired people
house allowance fixed 4000 for qataris its done for nonqataris not applied yet...
anyone knows more about it
is it same in all ministries ... wat about ministry of interior they are haveing same policies now??? speacially in higher grades ....pls if anyone is working in MOI pls respond that this new policy is applied on you office or not....my friend is moving in MOI we want to knowww...

me also working in govt agency & they hv told us that from now on, no ticket for our families but still they are giving return tickets to employees even i had recuited locally.
