Who can help us please?

I need your advises pls. My wife under my sponsorship, worked for a small contracting company for 5 mos. but eventually remove from work since the company has no projects at all. On her last day, her 1 last month salary was not given, but they promised to pay her after 15 days, but it's more than a month now and they are just giving dates to another dates, it seems they don't have the intention to pay anymore. She didn't have a contract w/ the company nor a labor card, because she was not given a Job offer. Only verbal agreement was there. We really need to get the money, is there any possible way to let that employer pay her? Will the labor dept help us with this? To whom we can run for help? Thank you.
Thanks guys for your comments and advises. I hope this will be a lesson to everyone also. Actually, since from the start, my wife was asking for the Job offer, so we can process her labor card, but the Muder, keep on saying yes, tomorrow, next week, until it was not process at all. it was recently that my wife found out, that 60% of company's employee was a freelancer visa( 18employees only including t boy & drivers, and one by one was terminated without being paid for a month or two. We realized, that this is their style terminating w/out paying their people, then hiring new employees who eventually will suffer the same fate just like the others. Aside from that, the company also is not paying his sub contractor for the job they've done, though money was collected already from the main contractor. Nowadays, contractor's like this kind are getting into numbers here in Qatar, abusing the situation, making the small people in the industry like laborers,and the like suffered to much, making their lives and their families lives miserable.I just hope Qatar government will look after this. thank u.
for get the salary this is the solution
she worked illegally, as she didn't have a work permit. She had no rights to work without Labour Department's permission.

Both are at fault. The employer and employee, both could be fined.
Just be happy that she got paid for the 4 months. The one month "no pay" should be acceptable as there are companies in Qatar not paying sponsored employees their salaries in full and some times not on time.
I do not think that Ministry of Labour will do anything for you, because your wife has not been employed formally with a contract signed by both parties.
you have to be patient and talk to the employer because he is the one who can really help you, or you can report to the police might they can do something for you.
you cant go to labor dept to ask for help because your wife was working illegaly. if your wife was offered a job there should be a contract. the employer can simple deny your wife's employment with them. welcome to qatar.
