Salary Packages at PHCC and work environment

Hi All

I really need an insight on the packages offered by PHCC? is 113 is good grade? as I was recently offered this grade by PHCC and have not decided yet . Should I try to negotiate it? what kind of accomodation do they give at this level; i mean villa or apartment?

and most importantly how is the work environment of PHCC? and further do they give NOC if I decide to change job after compeleting two years of service with them...
