I want to ask the experianced people here about 9800 QAR would be a good salary , this salary including everything . no extra money for accommodation or transportation.

As for the visit visa, it won't allow her to get a driving licence or even to be treated for free in hospitals. Try at least to get free and decent accommodation from your company, but without that, no need to come.
