Question: How to increase contrast in B&W photos

Hello there,
I need some advise: I want to shoot a few black & white photographs but unless there is a good contrast in the picture, it does not turn out good. I'm not concentrating on one area like portraits, but generally speaking, I know that the below could create a good contrast in the picture
1. using multiple speed lights and strobes.
2. Using color filters like
yellow filter (moderate contrast),
orange(more contrast)
red filters (very high contrast)
Is there any other way to do this without having to spend that much? -'cos Im low on budget..
