Halong Bay is a must. join a tour for at least a night spend on boat in the bay to enjoy the tranquility preferably 2 nights.
2) in Hanoi , go to the Bobby Chin (the celebriy on TV) Restaurant - that serves good cuisine especially French. It is near Hoay Khiam Lake (Old Town Centre)
3)if wake up early , 5 or 6 am, have a walk around Hoay Khiam Lake.
4) Must see, the one and only one "water puppet Show' in the world, only in Hanoi town. will regret if you do not .
5) Must go to the old town , the 36 streets selling all different commodities, where one can see old buildings and old cultures.
In Hanoi go to see Ho Chi Minhs home and tomb. Also make sure you visit the park in the center of the city, there's a lovely little spot on it where you can sit and have real hot chocolate and to die for Vietnamese coffee. If you get a chance get up to Ha Loong Bay, it's one of the wonders of the natural world and gives you a great opportunity to see some beautiful Vietnamese countryside.
There's also one of the oldest universities in the world in Hanoi, so that's a must see too.
And don't forget to eat pho from a street vendor. :)

If you can, get a kiyak and a guide. There are caves in the islands that you can only get to by kiyak.
