Dude, there are 25 Schenegen States one of it is Swiss, basically u can apply with any of the 25 countries embassies bassed in doha. Go to German, French, Italian or Spanish embassy in doha, which ever is convenient.

you could try applying visa in italian embassy. swiss authority allows schengen visa holders entering in their country.
on my last trip to europe i was allowed to enter switzerland holding schengen visa issued by italian embassy here in doha.
Switzerland is a Schengen country and the visa issued by any of the Schengen country will be valid.
