We will be flying from Cape Town to Venice via Qatar. Are there special restrictions for a woman , with regards to what she is wearing, while in the transit hall or the business lounge?

Just the same what you would wear in an Airplane or in SA.

Wear whatever you feel comfortable travelling with. The transit hall in Qatar is no different from any airport in the world - This aint' Saudi.

Though many here vouch for freedom of choice in clothing as so adamantly sticks to spaghetti straps and shorts in public, neither the social physic nor the climate is conducive for it. The law does not force you to cover up as in Saudi but a modest dressing would ensure mental peace while lounging ,ie, do not need to pretend that you are not being stared at, and that too in the company of men who are covered from head to toe,[literally!]

no, not really. It is advisable to wear moderate clothing where the arms and shoulders are covered, but head gear not essential. Mini skirts are not recommended either. The buildings are airconditioned so it can become chilly anyway.
