None of these observations--unsuitable climate and infrastructure, lack of local enthusiasm, potential corruption, etc.--are news to anyone who has visited Qatar.

If Qatar does not win the bid; then the FIFA mandate should officially reflect these views;
1. Sorry, only big countries need to apply.
2. If the climate is hot in your part of the world, please don't bid.
Lets then call a spade a spade and be blunt about it rather than purpotedly handing out an even playfield to all countries.
