Actually when I was in Khobar(Saudi Arabia)I encountered that problem as police do check passports etc of expats there more often or not and almost all of them dont know enlish,now this make them more frustrated and they become more errogent and less helpful ,u have to be on your tose to deal with them there.I hope tht Qatar would be better on that aspect
