Not sure where you're going with this, but the local English Language Station, QBS Radio, plays mostly pop & rock & rap & stuff, especially in the evenings. They often have specialist DJ shows, but DJs come & go, so someone with a proposal for a new programme will most likely get a hearing. Someone with a proposal for a new, independent, foreign owned radio station won't.
I've checked and I'm pretty sure you can't listen on-line.
