Its legal to use JustVoIP in Qatar, but QTel is playing bad sport by blocking JustVoIP account recharge page. They know that their monopoly days are numbered, so they keep digging a deeper grave :P
To recharge, you could ask your friends in another country to recharge it for you or you can use some other proxy to access the recharge page.
