You can conduct BCAS College (www.bcas.lk) they are conducting Quantity Surveying Classes in Qatar for the 2nd year now, the 2nd Year Budge is Just started if i remember correctly.

BCAS use to arrage for regular weekend classes for the course with visiting lectures from Sri Lanka & UK.
Alternatively you can go for the College of Estate Management UK if you can manage with purely 100% distance learning with out any support from tutors www.cem.ac.uk CEM have been conducting Distance Learning courses for over 10 0r 15 years courses including BSc in QS (from Readings University of UK.)
