No way,
With Qatar Driving license u can get license in Kuwait, oman, Bahrain & Saudi, but not in Dubai, in Dubai u can give direct road test and if u pass then u will get the license otherwise u have to go for the classes over there too...
Its very difficult to get license in Dubai.
