QAWS phone is answered by volunteers, ie, people who do not receive a paycheck for working there, who also have very busy lives. If it rings when they are driving or taking a shower, no, they aren't going to answer it. Plus, it is on a hala card system and a lot of the time there is not enough cash on hand to charge the phone so they have to wait for a re-call.
