adoption is not allowed in Islam, you can take the responsibility of a kid finanace his/her lifr, have him/her living with you, and all of these things but you can't add your name as a father's name thats about Islam view if adoption and its called (Kefalat Al Yateem)
and about it in Qatar i don't think there are any specialized agents that will give you the chance to have the kid in your place ... mostly they will ask you to donate some certain amount of money that they will tell you it goes to a specific kid mostly not in Qatar maybe somewhere in Africa .. they might be able to show you some pictures of kids they have
